Ottawa – October 25, 2023 – The World Anti-Doping Agency (WADA) has started the two-year consultation process for the 2027 World Anti-Doping Code (the Code) and International Standards. The Canadian Centre for Ethics in Sport (CCES) will lead the process of providing comments to WADA on behalf of the national sport community throughout the consultation phases.
The Code is the core document that harmonizes anti-doping policies, rules, and regulations across sport organizations and public authorities around the world. It works in conjunction with the eight current International Standards, as well as a new one specific to Intelligence and Investigations, which collectively foster consistency among anti-doping organizations in various areas. Since their first release in 2004, these foundational documents have evolved based on experience and on stakeholder consultation. WADA leads the drafting process and manages the timeline as we head toward the fifth iteration.
Phase 1: Stakeholder Engagement Phase (September 25 to December 22, 2023)
During this first of two public consultation phases, the CCES invites you to read WADA’s Concept Papers, linked below, which address areas that WADA has identified as requiring specific consideration. Stakeholders can also provide comments on any area of the Code that warrants review or updating based on their practical experience and application.
How to Submit Comments for Phase 1:
- Email the CCES by December 10, 2023: [email protected].
- NOTE: Deadline for comments on the International Standard for Education (ISE) is November 15, 2023.
- Submit directly to WADA by creating an account on WADAConnect by December 22, 2023.
Early in 2024, the CCES will send a copy of the comments submitted to WADA directly to Canadian Anti-Doping Program (CADP) and covenant adoptees.
Phase 2: Stakeholder Consultation Phase (May to October 2024)
Following the first drafting phase, stakeholders will be invited to provide input on the first drafts of each document. This consultation phase will be longer than usual to accommodate the 2024 Paris Olympic and Paralympic Games. Details about the second phase of the consultation will be provided to the sport community as soon as possible.
2027 Code Approval (November 2025)
A final version of the 2027 Code and International Standards will be approved by the WADA Executive Committee.
2027 CADP Consultation (January to mid-2026. Dates to be confirmed.)
Once the 2027 Code is approved, the CCES will begin the consultation process for the 2027 CADP. It will be released in October 2026, followed by the adoption period for sport organizations.
