The CCES will administer the Universal Code of Conduct to Prevent and Address Maltreatment in Sport (UCCMS) for federally funded national-level sport organizations starting April 1, 2025. On that day, the Canadian Safe Sport Program (CSSP) comes into effect. Until then, the Abuse-Free Sport program will administer the UCCMS.
The CSSP Education Requirement
When a sport organization adopts the CSSP Rules, participants become subject to those rules. Participants must complete a course about the CSSP Rules and maltreatment. They must also sign a consent form stating that they understand that they’re subject to the rules.
It’s important for participants to understand:
- Their right to a safe sport environment under the UCCMS,
- Which behaviours are prohibited by the UCCMS,
- How to recognize prohibited behaviours,
- What to do if they witness prohibited behaviour,
- How to report prohibited behaviour,
- What their reporting responsibilities are, and are not,
- Procedures and processes under the incoming CSSP, and
- The consequences for people who violate the rules.
Course Requirements
In 2025, everyone who is subject to the CSSP Rules must complete Safe Sport 2025.
This course includes the CSSP Consent Form.
In the future, more role-specific education in different forms will be available to ensure all participants have the tools to prevent and respond to prohibited behaviours.
Participants
Your sport organization will tell you if you are a participant. Generally, this list includes an organization’s:
- National and international-level athletes
- Employees and board members
- Coaches and athlete support personnel
- Technical officials
Accessing the Course
CSSP-adopting sport organizations receive a PDF invitation to distribute to their participants. This invitation includes a link to sign up, instructions, and a code.
If you receive more than one code, enter each one into the appropriate screen in the Profile module. New users must complete the Profile module before they can complete any courses.
If you’re a returning learner, log in at https://education.cces.ca, then launch your Profile module and input the codes you were provided.
Once the Profile has been completed and at least one code has been entered, Safe Sport 2025 will be assigned in your language of choice.

E-learning is a first step in our safe sport education program. It will introduce information about the rules, explain the prohibited behaviours, and describe how to report maltreatment.
If your organization hasn’t sent out invitations yet, be patient. Invitations may be distributed at different times. However, if other participants in your organization have an invitation and you don’t, reach out to your organization.
Nope! In your invitation, follow the instructions for an existing account, and make sure you enter the safe sport code in the Profile.
Yes! You will receive an invitation from every sport organization you participate with. The invitations will contain a code. Enter as many codes in your Profile module as you need to. If you do not receive one, contact the sport organization(s). If you need assistance, email [email protected].

Courses are assigned after you complete the Profile module. If you haven’t entered a safe sport code, you won’t be assigned a safe sport course. Check your Profile and make sure you entered at least one safe sport code. Once you have entered a safe sport code in the Profile, look for your course on the Dashboard or in My Courses at https://education.cces.ca.
Courses may take up to 10 minutes to be assigned to your account. If you are sure that you entered a code but your course still is not available, please email [email protected] for help.
The course will be complete after you finish the course and the consent form. After you finish the course, you will be prompted to complete the consent form.

Your certificate for Safe Sport 2025 is your signed consent form. Download it from the My Certificates section at https://education.cces.ca.

Safe Sport Administrator FAQ
The CCES will send CSSP-adopting organizations invitations for online learning starting in January 2025. This will be part of the adoption package. The invitation will be accompanied by more information and an administrator guide. If your organization has not received an invitation, please email [email protected].
First, create an account in our portal if you have not done so already. Then, complete the Profile module, and add your safe sport code.
If you have an account with us already, we will add your administrator permissions for you.
If you make a new account, email [email protected] to request administrator permissions.
Once your account has admin permissions, you can access the administrator portal and the prebuilt reports at https://education.cces.ca/admin.
We have prebuilt two reports for Safe Sport 2025, showing Learner Competencies and Course Activity.
Learner Competencies will show you who has completed the course and consent form in both languages. It is an easy way to see whether someone has completed their CSSP requirement or not.
Course Activity will show you whether someone has completed, is in progress, or has not started their safe sport course.
